Equal Treatment[editar]

Fundación Secretariado Gitano is a leading organisation in tackling discrimination and anti-Roma hate crimes, a work that we have been undertaking for more than 20 years. In 2002, encouraged by the approval of the European Directive on the application of the principle of equal treatment between persons irrespective of racial or ethnic origin, we created an Area (today a Department) of Equal Treatment and Fight against Discrimination. Thus, even before this directive was transposed into our legal system, we began our specialised activity in this area, registering and dealing with cases of discrimination according to the categories included in the Directive. We also started training key agents (judges, prosecutors, security forces) in anti-discrimination law and Roma people in the exercise of their rights.

In 2005 we started publishing our annual reports "Discrimination and Roma Community" in which we document all cases of discrimination and antigypsyism attended by our teams all over Spain.

We have also been very involved in the correct application of the aforementioned Directive, working very actively for the establishment of the Council for the Elimination of Racial or Ethnic Discrimination, of which we have been members since its creation in 2009. In addition, over the years we have produced numerous thematic and educational materials concerning the different forms of discrimination faced by the Roma community.

The Calí Programme for Roma Women's Equality
  • The Calí Programme for Roma Women's Equality The Calí Programme for Roma Women's Equality, launched in 2016 within the framework of the European Social Fund Operational Programme. This programme allowed us to incorporate in many places the professional profile of Equality Technicians, specialised in gender equality and equal treatment. We currently have a total of 31 Equality Technicians, all of whom are women and the vast majority of whom are Roma professionals.
Strategic litigation programme
  • Strategic litigation programme Our strategic litigation programme, through which we prosecute emblematic cases of discrimination and antigypsyism in all types of national courts and in the European Court of Human Rights itself (as we did in the case of Muñoz Díaz v. Spain, which recognised the right of a woman married under the Gypsy rite to access a widow's pension), with the aim of developing jurisprudence on discrimination and hate crimes.
Specialised monitoring of antigypsyism hate speech on social media
  • Specialised monitoring of antigypsyism hate speech on social media Specialised monitoring of antigypsyism hate speech on social media, which we undertake as a trusted flagger in the framework of the EU Code of conduct on countering illegal hate speech online, signed by the Commission and the main internet platforms. Indeed, thanks to our work in this area, the Commission started in 2019 to reflect antigypsyism as a specific case of hate speech in its regular monitoring cycles.
Intersectional perspective
  • Intersectional perspective Besides the previous lines of work, this Department participates in numerous training actions for key agents (police, legal operators, universities, media, etc.) on the prevention and tackling of discrimination, especially in cases of antigypsyism, with an intersectional perspective, and in political and legislative advocacy actions on equal treatment and non-discrimination.

We also participate actively with various administrations, forums and congresses at national level (Alliance for an Equal Treatment Law, Platform for the police management of diversity, CEDRE, etc.) and at European level (FRA, Council of Europe, OSCE-ODIHR, European Commission, ARDI Intergroup of the European Parliament, EQUINET, ECRI, etc.) dedicated to the fight against antigypsyism.
